Last time there was a discussion about not to take an European city for
the next conference. So we should invide intensively the
"Out-of-Europeans". And maybe we should say that if two (or more)
Non-European cities are in the voting an European city won't be in the
voting. But that should be a BoD's decision.
I am totally in favor of having a non-European city - however, actively
excluding European cities if one from another continent is to be voted
on smells a bit bad.
If we once again run into a situation where another continent loses the
vote, we should IMHO clearly think about running a dedicated "LibOCon
South America" or "LibOCon Asia" or the like...
