Mostly longevity of the account. If a LibreOffice account were created, 
there would hopefully be a couple of people managing it (IMO, 3-4 people 
would be better). This would assure the continued use of the account in 
case one or more people would quit that particular endeavour. I would 
hope that a TDF/LibreOffice member would also be one of the members to 
offer a sense of official sanction.

I was wondering more in particular with people who would be interested 
in installing the Zotero extension and accessing/monitoring the list 
through the Zotero extension. I'll give it a try.

I could see the docs people showing interest in joining in. Plus we 
would be using/proving the use of LibreOffice in a different kind of way.
