Packaging templates into an extension is actually a very easy task:

http://wiki.services.openoffice.org/wiki/Non-code_extensions#Templates_Extensions

making the user accept a license:
http://wiki.services.openoffice.org/wiki/Documentation/DevGuide/Extensions/Simple_License

would anyone give them a hand at doing so?

Sure - but it really isn't hard. For the templates one there is a
boilerplate extension already where you just have to put your files in
and rezip..

If you want a licence, add the licence snippet as shown in the wiki
and add your licence text to the zip and you're done.

ciao
Christian
