[tml] Don't use GetDBManager() without checking it for nullness

[tml] Change {read,write}FileAt() SAL_INFO calls to use a separate log area

[tml] Don't just log the file name, at least say what we are doing with it

[tml] No reason to have --disable-dependency-tracking here ffs

[Jan-Marek Glogowski] Restore explicit _WIN32_WINVER in the ODK example

[tml] It's the developer's choice whether to use --enable-werror
