Problem in Germany is, that each localization project has it's own team (OOo, Gnome, KDE, Mozilla ...) hardly talking to each other. So - I don't know, who did the translation, but it was noone from the OOo team.

I talkted to the Ubuntu-translators recently and we ware trying to coordinate GErman translations across the projects .. but this will need some time.
