Not sure if the tdf.io redirector supports that, but in the meantime, yes, native language projects can request any tdf.io links that they like (request them to me or hostmaster@).
Incidentally I noticed that the current shortlink gets redirected twice. I wonder if it would be worth updating it so that tdf.io/joinus redirects direrctly to the right site.
Yes, good point -- that was a loose end from the old website. I've updated it now so that it points directly to https://www.libreoffice.org/improve-it/
