I opened a bug here related the the missing libreoffice-l10n-kab package on a lot of Linux
distros.
Bug #168219 : https://bugs.documentfoundation.org/show_bug.cgi?id=168219

replied in the bug and on ask (but since I never used it probably
waiting for moderation)
tldr version: TDF does provide kab packages, and if linux distros
don't, that needs to be file in the distro's bugtracker, brought to
their attention. They don't follow the TDF bugtracker for that.
If you think the Kabyle packages provided by TDF (the ones you can
download from www.libreoffice.org) don't work, please share more
details.
