The android project allows creation of new translation files by

All active members that are part of a zh-Hans group are having the
necessary privileges, so I guess is that you might not have been added
to those groups yet (or are using a different name on weblate)
I'll cc the two recently active Chinese (Simplified) members with
necessary privileges - they should be able to create the new
translation file in the android viewer project.
If there are any issues, let me know and I can do it, but I guess it
might also make sense to grant you privileges to do make direct
translations (vs suggestions)
