His Id is pa2cjh.
When he is logged in there is no button New Topic.
Does he need other rights?

For this user, I don't see why he can't post, all seems normal.

But there is another user with ID: pa2cjh1 who is currently silenced by

the system. I've unsilenced him, let me know if it works for him now.
