Ah, defining labels. Always interesting. Might be a puzzle, but gets you 
anywhere you want in the end. At least, it works for me ;)

Do you have the dialog at hand> File > New > Labels or Business Cards?
Then tab Format > Vertical Pitch.
I think the help should read:
 " Displays the distance between the.. of the label or the business 
card directly below."
