I've made some (hopefully) practical suggestions in the bug I just filed

some general remarks: Concise is better. You have to go through lot of
text (AKA rants) to get to the actual proposals.
So for bug reports my suggestion is: Short "why", then proposed
solution, and then details about "why".
But to the proposals:
Modifying the installer based on the selection obviously won't work,
and would make it impossible to verify it against checksums, virus
scanners would run amok, etc. So this one is out of the question.
Picking a language is problematic, as how should you list the
languages? You just naively say: List is alphabetically - but sorting
rules differ by locale, and so does "romanisation" - based on what
rules should it be romanized? The list will be long and bothersome and
intimidating for most users...
Also it doesn't solve the issue of presenting users with English text
upfront. how are they supposed to use that first selection?
The only "solution" I see for localized installer experience for all
languages is to have additional "dummy" installers that call the
actual installer with some parameters to pick the desired language.
(that being said: Not sure whether this is possible at all)
But having an additional dummy installer doesn't really make things easier.
Also language-detection on the download-homepage still is useful since
the helppackages are separate, and otherwise you'd have to manually
pick that as well...
ciao
Christian
