Great!!! is there any way to enable smart quotes by default for a locale
(read Catalan)?

I'm not sure, the setting is stored in the configuration and I don't
know if it can be preset differently for different locales.


Found two bug reports related to this:
https://bugs.freedesktop.org/show_bug.cgi?id=38395 and
https://bugs.freedesktop.org/show_bug.cgi?id=31609 -- you could voice your
support there, hopefully things get moving once a critical mass has
expressed their support.
