[libreoffice-l10n] A locale mix up in master

Hi,

I've built master from yesterday (commit
01f351830b139f3ab7b63611e8630256d37aaff6) and tried to open Libre with a
Hebrew locale with the right translation, but with Hindi settings (e.g.
currency and alignment of the UI).

I think we have some kind of locale recognition mix up, and would like to
verify here before approaching the developers.
