3.4.x code line is for bugfixes and l10n fixes only. We heve never
added new dictionaries there. Adding dictionaries would break the
string freeze, it would add two news strings for every translation
team. 3.4.5 is due to Jan 11, 2012, 3.5.0 is due to Feb 8, 2012. It's
not a big difference.
I could live with these strings, but seems very reasonable due to the small
time difference.
Janis - what about uploading the dictionary as an extension to have it
available soon than 3.5.0?

It is already there (on extension site) plus available from the site
dedicated to it (http://dict.dv.lv, in Latvian only)
