Ubuntu use system
dictionaries, not the ones from LibreOffice source.
You need to find the
maintaner of dictionaries in Ubuntu (report a bug
in Launchpad maybe). But
I'm not familiar to Ubuntu processes.

I have been working on creating the hunspell package which will add the dsso.se 1.46 dictionary to 
debian/ubuntu. I will continue this work now that i know it won't be enough to get it into 
LibreOffice.

According to
http://wiki.documentfoundation.org/Language_Teams Swedish
language lead is
Per Erikson. In theory he can give you rights in
Pootle. However, he has not
contributed anything to Pootle since the
start of the LibreOffice project so
I'm not sure, if he still plans to
work with us. I think I should give you
rights, because currently
nobody else is working on Swedish translations.
Please tell me your
