To bootstrap you might want to look at the poterminology tool:
http://translate.sourceforge.net/wiki/toolkit/poterminology
this would allow you to extract potential terms of any Teluga translated PO file.

Also you could have a look at this list of 2500 ICT terms http://www.africanlocalisation.net/sites/default/files/Glossmaster_en_source_0.txt as a starting point.
