my plan is to send an e-mail to all native-lang leads soon, offering

Good to hear the local mailing lists is comming.
Who are "they"? Do you mean OpenOffice.org native-lang leads to set up
local mailing lists on ooo infrastructure, or did we have native-lang
projects of LibreOffice?
It is not our intention to separate the community that develops the
leading open source office suite. We (the founding members) just have
the vision that the OpenOffice.org community must be independent from
single sponsors and needs to have the right to define it's own way.
That said: basically we invite the OpenOffice.org native lang teams to
join us. Many already did so.
