I have the same results as Drew. I am using LO 6.2.4.2 from our LO website. O/S: Ubuntu 18.04. I too opened a new Writer window, added a frame, and inserted a screenshot into it.

Unfortunately, your steps do not work for me. The image properties
dialog offers "relative to", but there is no "autosize" option. I have
seen the "autosize" option when editing previously inserted images, but
not on a first insert.

That said I am able to resize a frame without resizing an image in the
frame, but that is not the default behavior. To do so first I need to
select the image, open the context menu 'properties' and on the first tab
of the property dialog under 'size' ensure that 'autosize' and 'relative
to' are not selected.
