Floating sub-toolbars LibreOffice 7.2

I am not sure about this, but can someone please advise.

Before LO 7.2, I could create a floating sub-toolbars follows:
1. Click on small triangle next to the tool icon.
2. Click at top of the sub-toolbar that opens and drag to create a floating sub-toolbar.

Step 2 is no longer possible in LO 7.2.

What is the solution?
