Usage of locale=false in paragraphs with only tags

I added a patch with the following paragraph tag and Lera stated that its missing ' locale="false"'.

Isn't the locale attribute supposed to be used in paragraphs with actual text that doesnt need translating and not in paragraphs that only have tags in it?

If you mean that part of the string:

then "Function List" needs translation. See for example:

To my knowledge, the name attribute is ignored in the help viewer and we have many cases where we dont include this optional attribute, so translating 'Function List' wouldnt be important.

But the main focus was if there was no translatable content within a <paragraph> tag because all it contained was other tags, should the locale=false be applied on the <paragraph> tag? I'm assuming it would be preferred to do so, so that a paragraph doesnt show up on pottle.

Regarding your patch, I think you can exclude localize="false", in the hope
that someday this will be fixed for accessibility. But I do not sure that it
will happen soon.
