Can I use the Style and Format used by Libre Office Manuals?

I can use this Style and Format for my own purposes? (like making an Open
Source / Creative Common Manual) as long as I attribute?

Just use the formatting styles and other formatting, as you wish. Forget about any attribution, too.

You can create your own template from a suitable ODT file by simply deleting all the text in the file (plus deleting any formatting styles for those not needed, if desired) that you do not want, and then save what's left (which is the resulting template containing all the desired styles and format) as your new template from the File menu (as an OTT file). Enjoy...

Yes, you can use the same styles and formatting. It'd be nice&polite to
mention the LibreOffice Documentation Team in some way, but there is no
need for it and no need to list all the different contributors here. I
think the main person who put a lot of time into the Styles and Formats was
Jean Weber so it might be nice to mention her specifically.

However, if you are translating or modifying or just copying fairly large
chunks any of the guides or handbook then you really should list all the
separate contributors, and add your own people. Your own people could be
listed more prominently, or separately or else you could just mix them all
in.
