Revised Ch2 of Contributors Guide: Producing User Guides

I have revised portions of this chapter to match changes in LO v4.1.
One section is incomplete (I have left a note), but I wanted to get
the other revisions to you without delay.

I have good intentions about updating other chapters and writing
missing chapters. With no travel plans for the rest of this year
