Is having two template paths something new in LO? One to a user folder, the other to a shared folder.
I seem to have observed both having the Edit command switch template folders and having it fail to do so. So, I am not sure what is correct.

It has ever been there. Only the technical realization has changed sometime around OOo2.0.

As Alexander wrote, likely one of the current bugs. Do you have an older OOo around, then try it there.
