The user of the file is intended to be the surrounding desktop
environment. There doesn't seem to be any remaining consumers for it,

Thanks for digging that out. Turned <https://bugs.documentfoundation.org/show_bug.cgi?id=122114> "Fix hardcoded location for .recently-used file" back into an EasyHack based on that.
