Do any of these improvements look beneficial to LibreOffice? 

I'm not aware LO depends on any Cygwin version. Actually updating Cygwin broke
the build for me a few times.

Did you try to build LO with current Cygwin 3? If it breaks for you we need to
fix configure, as there is no way to install older Cygwin for new contributors.
