I think what you write is correct, this was added because MSO has this
command and ODF has no equivalent. OOXML arcTo is mapped to
EnhancedCustomShapeSegmentCommand::ARCANGLETO in
oox/source/drawingml/customshapegeometry.cxx:1037, then
xmloff/source/draw/shapeexport.cxx:4042 indeed maps
EnhancedCustomShapeSegmentCommand::ARCANGLETO to "G".
