Dear fellow hackers,

with the imminent merge of
https://gerrit.libreoffice.org/#/q/topic:gpg4libre-win32 into master
(and hopefully in time for 6.0), Windows builders will need a minimal
version of gcc, to satisfy gpgme's windres requirement.

This is not ideal, in theory bearing the risk of external packages
accidentally picking up gcc instead of our gcc-wrapper; then again
it's part of the lode setup since 2015, so hopefully the impact should
be minimal.

In preparation I've just updated the Windows CI builders; if you're
building on Windows or running a tinderbox, please check if you
already have gcc ('which gcc' returning a path to the binary), failing
that: re-run cygwin setup and select the 'gcc-g++' package. Running
install_cygwin.ps1 from here [1] will do the same, or you setup
apt-cyg for future terminal-based updates [2][3] and do a 'apt-cyg
install gcc-g++'.
