While MSVC 2013 is still the "officially supported" toolchain on
Windows, building with MSVC 2015 is known to work for lots of people.
(Though there's still an open issue with the generated debug
information. Your debugging experience with Visual Studio may be worse
than if you built with MSVC 2013.)
I'd really assume that it is some issue or other with accepting licenses
in Visual Studio, installation of Visual Studio, or something of that
nature. The config.log written by autogen.sh may give a clue.
