Yeah, that is how it is currently for LO. But -e flag does exist for `ctags' binary too, and above should also work nicely to output emacs formatted ctags.
Although exuberant ctags [1] and universal ctags [2] support -e, neither ctags bundled with Emacs nor POSIX one [3] recognizes it yet.
