well that's sort of suboptimal... 32b6002d46682819d440243aff4dd53556e89754 forces the JunitTests to run with English UILocale and that seems to work for me when running LC_ALL=fr_FR make check. the most important setting is apparently "/org.openoffice.Office.Linguistic/General/UILocale"
