That sounds to me as CEILING behaviour, not FLOOR.

Can N be negative? The reference to absolute values says yes, so negative
numbers are rounded DOWN, ie FLOOR behaviour, while positive values are
rounded UP ie CEILING behaviour.

Regina Henschel reported the problem is resolved with OFFICE-3879 for ODF1.2 Errata 01 and ODF 1.3; 
it seems it was a copy and paste error.
