not sure what could cause this... what do the following print:

 grep LIBXML config_host.mk

 grep LIBXSLT config_host.mk

 grep LIBEXSLT config_host.mk

also can you paste the failing command when running:

 make l10ntools PARALLELISM=1 VERBOSE=t
