Believe they get recorded into a panel specific .xcu file, or the generic
GenericCommands.xcu

Entries to receive a shortcut (aka. accelerator) are tagged with a tilde "~" 
Also, seems like the new Glade GTK+ widgets may have a different mechanism.

Beyond that I get lost about rules and algorithms to optimize assignment and
avoid conflicting accelerators.  Making bad assignments or lack of
assignments can become a UX and/or Accessibility issue.
