remaining core gerrit spam

Hi,

oh joy. We still get some gerrit mails to the dev-list, so I rechecked the
pipeline. So:

- the bot on the live gerrit system gets mails about core
- ... however, it has no watch on core

So this seems to be a bug in gerrits watch implementation. I created a watch
for core, but did not subscribe it to any of the events (New Changes, All
Comments, Submitted Changes). If that still doesnt help, I suggest to turn out
the forwarding for all project (so that there is no mails to the dev-list for
other projects). If someone volunteers, it would be great to have the daily
digest include those changes too then:
