The help file describes a methodology for creating a new default
template by using a menu item that doesn't exist. This means a user
can create a template but cannot make it the default.

Specifically the help file says to create a template and save it,.
then Choose File - Templates - Organize. There is no such menu item,
only save as template. From save as template right click to set as
default does nothing.

Feel free to ask if you have troubles to understand the XML structure.

Alternatively, could you please report at https://bugs.freedesktop.org,
against the product "LibreOffice" and component "Documentation"?
