While that would solve the second part of the problem at least for Linux
(as %q is not Posix) I guess,
Ach, come to think of it, even %q would not work---the backslashes it introduces into the value of URI_ENCODE would not be considered as quoting when expanding $URI_ENCODE. Developing a working intuition for how the shell works is admittedly difficult.
