Is anyone running the latest release candidate (LO version 4 RC3)?

I am currently unable to download this release candidate, and I can

Unfortunately, the bug is in the official 4.0.0.3 build.
It is a duplicate of https://bugs.freedesktop.org/show_bug.cgi?id=60065

I will likely then ask that this be marked as a blocker.

I agree that it is serious. Well, we use time based release process, see
https://wiki.documentfoundation.org/ReleasePlan#Summary. It helps to
avoid frustration on all sides where critical bugs, affecting only part
of users, delay the release by few months. I think that this bugs belong
to this category.

I have just approved the fix for the libreoffice-4-0 branch, so it will
be in 4.0.1. It is going to be released just few weeks after 4.0.0, see
https://wiki.documentfoundation.org/ReleasePlan#4.0_release

In the mean time, you could try daily builds from 
http://dev-builds.libreoffice.org/daily/libreoffice-4-0/
