[REVIEW 3-6] Fix incorrect shifting of cell notes.

Hi there, Please review and cherry-pick https://gerrit.libreoffice.org/gitweb?p=core.git;a=commitdiff;h=e8487c8a3f3ece74143928352e1e8a7dfb72d424 to the 3-6 branch. This fixes incorrect shifting of cell notes when inserting or removing cell(s) and shifting up and down cells below the inserted/removed region. I haven't checked the bugzilla yet to see if this has been reported, but I've discovered this by chance while testing Calc for something else. Kohei
