I think both these behaviors (rebuilding the list of Javas, and Java 
enabled by default) are normal.

Just for comparison, a recent Windows build of mine (but with MSVC 2008 
Express, not MSVC 2010) to fix fdo#53474 (Fix Windows Java Accessibility 
Bridge) did exhibit working accessibility.  So it must be either due to 
MSVC 2010 or due to the specific build.  One idea is that 
--with-java-target-version=1.5 might help if the JDK used during the 
build is newer than the JRE that shall be used at runtime (but which 
should not be the case here, as you write it "is now detecting the Java 
JRE 1.7").
