[PATCH] Kill use of macro LINGU_EXCEPTIONS

Hi,

Kill use of macro LINGU_EXCEPTIONS

This macro is not defined, so we can kill all code that have the
"#ifdef LINGU_EXCEPTIONS". Just a cleanup, the rationale is the same.
