The windows build process for libreoffice pulls dbhinst.exe from Microsoft's website.
Unfortunately, Microsoft has removed dbghinst.exe from their website.
I recently updated download to use the latest dbghelp.dll from the debugging tools for windows 
package.
However, this newer version of dbghelp.dll is signed which causes postprocess/rebase to fail.
After reading redist.txt from the dbghinst.exe package, it appears that we could extract 
dbghelp.dll and put it at the below url:
http://dev-www.libreoffice.org/extern/13fbc2e8b37ddf28181dd6d8081c2b8e-dbghelp.dll

If this makes sense, could someone with access to dev-www.libreoffice.org upload dbghelp.dll from 
the attached redist package?
