Are you sure? AFAIK ulfconv is needed only on Windows, it converts
utf-8 to legacy ANSI codepages. .desktop and mimetype files under
Linux should not need it.
Yes, I am sure it is used everywhere (at least in scp2). And no, I do
not know why: I just copied what was already there :-) But even if it is
only needed for windows builds, this does not change the fact that it
_is_ needed and must be built before the code that uses it.
