CTL is a perfect example of this as a few weeks have passed, lots of
opinions given, and the reporter (or anyone looking at the bug) doesn't
know that it's being discussed.

wouldnt a simple link to the discussion on nabble be more helpful? 

Another benefit of this is that Q&A team can occasionally query out these
and remind everyone if a decision hasn't been made on a given bug report.

How does this need any different treatment from a 'normal'  pending bug?
