Looks like a known issue in master on Windows as of now

Should be fixed now as of 9dacc3c6b626c4a2efd65bded0998b55f8b7aa28. The problem was that the npsoplugin DLL was linked with two .res files both containing a VERSION resource (for the same language). Presumably we only want the more specific one. --tml
