This is not true. make 3.81 works and configure checks for that.
A segmentation fault in configure is normal, that is exactly the check whether
it works or not :-)
If you specified --with-num-cpus=X manually, you are alone and it
might break, yes, but...
[ That said I also really want to have make 3.82 in Debian but that probably
won't happen for wheezy given make 3.82s incompatible changes ]
