Can this be fixed, or is it stable API?
Implementation names should not be considered stable API, so changing this should be pretty safe. (And it looks dubious anyway that the given object does not have a service name to itself with which it could be used in the Controller.xcu, but instead only shares a generic css.frame.PopupMenuController service with other objects.)
