For me it is
--with-mozilla-build=c:/mozilla-build

Give it a try, because your build system does not find nsinstall.exe
and it is possible, that this is the root cause.

unfortunately that wasn't it, I will try and get to the bottom of it :-/

I am not sure but I remember seeing an email thread about mozilla decoupling not sure if that might be related to this issue on windows.
