the shebang is actually a red herring: the real problem is in
filter/source/svg/makefile.mk, that uses plain "python" in case of
"$(SYSTEM_PYTHON)" != "". Commit 82f6c0502e51afbc25e5bf0fcee7914a1a5b3f28
should fix the problem.
