Sounds like a good idea to me, IIRC upstream libtextcat was a bit
luke-warm on basically converting to relying on UTF-8 and was more in
favour of a rewrite of libtextcat itself. But that was a few years ago.
At this stage it makes more sense to me at least to spin off the LibO
hacked-libtextcat to be something like a hosted standalone libexttextcat
or some such thing.
