Dennis suggested "design notes". I normally call it either feature
documentation, feature description, feature page, or simply just a
wiki page for feature XYZ.
As far as vocabulary is the issue, there is also
"blueprint" (as in https://blueprints.launchpad.net/) which sounds a
lot less "set in stone".
